Maximilian Niese defends his Master Thesis

Maximilian Niese, a Master's student in business information systems at the University of Rostock, defended his Master's thesis on "Potential and Frame Conditions for the AI Use in the Public Sector of Mecklenburg-Vorpommern" on July 21, 2023. The thesis was developed in cooperation with DVZ Gmbh Schwerin.

Supervisors and assessors were Stephan Giewald from DVZ and Kurt Sandkuhl from the University of Rostock.

Abstract:

This thesis examines the use of artificial intelligence (AI) in public administration. The aim of the thesis is to shed light on its potential in this area, to describe a legal framework and to find, model and explain possible areas of application within public administration. Furthermore, the thesis compares the collected use cases. This consists of several criteria, which come from the literature and from the AI strategy of the federal government and the Digital Agenda of Mecklenburg Vorpommern.
Several methods are used to analyze the use of this technology. First, there is an evaluation of the results of a workshop dealing with this topic and an extensive research in the scientific literature as well as in the news to identify the current developments and methods.
Another focus of the work is on conducting a survey, the results of which serve as the basis for the selection of three use cases. These will be subjected to a cost effectiveness analysis to evaluate the potential costs and monetary as well as non-monetary benefits of AI application in public administration.
The results of this work contribute to broadening the understanding of the use of AI in public administration. They provide concrete application possibilities and show how their use can help to modernize them, increase efficiency as well as accessibility and counteract the increasing shortage of personnel.
